The Department of Land Resources under the Ministry of Rural Development is set to introduce the operational guidelines for DILRMP 3.0, a five-year programme proposed for the 2026–2031 period, with an estimated outlay of ₹565.50 crore.
The new phase focuses on creating a more dynamic and interoperable digital land information ecosystem by bringing together land ownership records, mutations, cadastral maps, registrations and land-use data.
At the centre of this transformation is the concept of a GIS-enabled “Land Stack”. By connecting spatial maps with ownership and registration information, the system is intended to make land verification faster and improve access to reliable property-related information.
Another major element is the expansion of the 14-digit Unique Land Parcel Identification Number (ULPIN), popularly referred to as Bhu-Aadhaar. The identifier assigns a unique identity to individual land parcels using their geographic coordinates.
The broader objective is to create a more transparent and citizen-centric land records ecosystem while reducing inconsistencies between physical records, ownership information and spatial data.
For India’s construction, infrastructure and real estate sectors, such digitisation could have wider implications. Better-integrated land information can support land verification, project planning, property transactions, infrastructure development and dispute reduction.
With DILRMP 3.0, India is moving beyond simply digitising old land records towards building a real-time, GIS-enabled digital foundation for land administration.
